It's definitely been shipped, as the seller has provided a customers docket, and he is currently trying to find out an ETA, but as it wasn't registered, they cannot track it automatically

11 weeks is nothing new. The good news is that usually it is 8-12 weeks so should not be far away. General rule of thumb is that whatever the USPS website quotes for shipping times you usually double and sometime triple during "peak" times like November/December for surface mail items.

Surface travels as off peak for it's entire journey, it can take over a week to cross the US to the West coast before being shipped. The same this end if you live out West, as most surface mail from the pacific is cleared at Brisbane, Melbourne or Sydney.
