Just wondering if there is a tivo shutdown command at all that saftly turns off or halts the system

There is no shutdown command per se.

The best way is to issue the command reboot from a telnet session and then when the TiVo resets (usually takes only a second after issuing the command) pull the plug.

If you don't want to use a telnet session you can do it from the menus: Setup > System Reset

.... and just pre-empting you asking: No, the next option down from that (Standby) does not do what you are asking, nor does it turn the TiVo off. Everything internal is still working despite no panel leds or video output.
