Check the TCP/IP settings in local area connection properties.

my router says that it is configured properly for DHCP.
range is 192.168.0.1 - 192.168.0.51
could it have anything to do with my computer not be set for DHCP?
the ip and dns are both configured to obtain automatically.
when i click advanced - ip settings. says that DHCP is enabled.
any setting you think i should input myself?
I don't know why the PC is not taking an IP from the range you specified in the DHCP server on your router.
But you can get around it by setting everything manually.
Try setting the PC to 192.168.0.20
and give incomming conections the range of 192.168.0.21 to 192.168.0.22
