I plan to save this image somewhere that would be available to all Australian TiVo users should their hard drive go bad.

As far as I'm aware, you can't restore from a generic image. The TiVo serial number is ebedded in the image, and if they don't match on startup, it fails. There are free utilities to make a backup of your own TiVo image, however.
You can restore from another TiVo, but it reports a hardware error.
Selecting a clear and delete from the menu fixes this, and then your TSN gets correctly loaded on reboot.
