NTP broadcast client for tivo

Thanks to a fantastic and tireless effort by Warren, after I found C code for a NTP linux client, Warren has managed to modify it to be TIVO compatiable, plus make it obey the zoneinfo additions in Image 3.0 and set the clock!

So if you have a NTP server on your LAN broadcasting NTP packets you need only to run this beastie in rc.sysinit.author and never worry about cron, dst or anything again.

It will set the clock on receipt of the multicast packet. Its trimmed so it uses very little resources.
