Emulator 1.4 - No Cable Providers?

Hi, hoping someone can help...

Setting up my second Tivo using 1.4 image and the new screenshot instructions..

Everything works perfectly, except when i get to the 'Cable Providers' screen it says 'No providers in your area'?

I've tripple checked the Zip and Area codes, but now suspect it might be related to the server IP, as per instructions i used 127::64.151.65.200:80::: can anyone confirm that this is still the current IP?
