Could TiVo be modified to enable streaming?

For instance, to enable ABC i-view or SBS on demand.

Possibly. I mean it kind of had that ability in the past with the on demand service. Not sure if the processor has enough grunt.

Myself personally wouldn't know the first thing about programming so can't offer any advice, and the others that are concentrating on the EPG and other things would not have the time at present to take on that task, but would be happy to at least give some pointers if asked.

But if someone (yourself?) wants to step up and learn more about the inner software and programming then OzTiVo encourages that wholeheartedly.
