Can the original proms on the Tivo board be reprogrammed? Or throw them out?

Toss 'em. Darren said new proms cost in the order of $1.20. In addition the new proms he is using (sst39vf010 vs the original sst37vf010) require 3.6v to program vs the 12v of the original - maybe on board flashing if only 3.6v.
