According to an article in The Australian (http://www.theaustralian.news.com.au/story/0,25197,25156794-7582,00.html), it looks like TiVo have found an ISP to team up with for unmetered movie downloads.

Actually the article you have read is essentially the same thing condensed into a much smaller article without all the fluff.
What you have misinterpreted in your article is the term "peering point" which is not the same as "peer-to-peer". And even at that a "peer-to-peer" network is not always for the sharing of copyrighted material even though that is what it gets used for most of the time.
