Tivo Won't Change Channel On STB

I'm trying to setup my TiVo with a new TestraClear STB, and having problems. The Tivo can't change the channel on the STB.

I'm not sure what box I have, as there is no brand on it, other than the TelstraClear label. It has an ADB logo. Silver case. Black front.

Any ideas?

What are my next steps once I identify the box?
