Ok, so I have read through the forum and seen many post of people that have had a similar issue to me. Basically for the past 3 year TiVo has been working without issue via iinet. I have recently moved house and changed ISP's as I could not resist TPG's 150GB download. Unfortunately since moving to TPG my TiVo has not downloaded its guide data.
So I have tried many of the recommendation in the forum and even e-mail tpg-proxy@tpg.com.au asking them to remove 131.2449.101 from the proxy list. They have assured me that this has happened. I am now out of options and the wife is getting impatient.
Anyone have any ideas? I have also attached the tclient log as I have seen others do the same.

I have done a bit more digging and tried some of the suggestions I saw on another thread. I have confirmed that tpg is not proxing the traffic:

I'd be suspicious of what "pr2" stands for. For instance I put bri-pow-pr2 into Google and it came back first hit with this site that showed bri-pow-pr2 being #2 in the top 20 proxy servers:

You need to show the results of Tracing route to 131.244.9.101 [minnie.tuhs.org] on port 80 and also port 21 to see if there is a transparent proxy (even this is not 100%).
I suspect Darren is correct.
